The draft of the new law to support Ukrainian Citizens 

The Polish government accepted the draft of the act on helping Ukrainian citizens in connection with the armed conflict on the territory of this state (in Polish: ustawa o pomocy obywatelom Ukrainy w związku z konfliktem zbrojnym na terytorium tego państwa). The act provides comprehensive support for Ukrainians and facilitates their stay in Poland.  

Ukrainian citizens who legally entered Poland from 24 February 2022: 

1. get legal residence (without any formalities) – to 24 September 2023 

2. can get a temporary residence on request – for 3 years from the decision (the decision can be negative only in extraordinary situations specified in the act)  

3. can legally work without formalities (an employer only has to inform authorities about it) 

4. can legally run business without additional formalities (on the same terms as Polish citizens)  

5. can get PESEL on their request (they can submit the request to any commune authority)  

6. can get EPUAP (the electronic profile that allows to deal with administrative matters online) on their request (submitted with the PESEL request) 

7. have access to medical care on the same terms as Polish citizens  

8. have access to social care on the same terms as Polish citizens (for instance to unemployment benefits, disability benefits, sickness benefits)  

9. can get one-off financial support (300 PLN per person) – on request 

10. can get free psychologic aid (taking into account the possibilities of communes) 

11. can get a permission to work as a doctor, nurse or dentist  

Ukrainian citizens who legally entered Poland before 24 February 2022: 

1. have their stay automatically extended to 31 December 2022 (without any formalities) 

2. can legally work without formalities (an employer only has to inform authorities about it) 

3. can legally run business without additional formalities (on the same terms as Polish citizens) – they must gain PESEL  

4. can get a permission to work as a doctor, nurse or dentist

All requests will be submitted on application forms. Their templates will be made available by authorities and can be found on the Internet when the act comes into force (probably in Ukrainian language too).

The draft will be processed by the Polish parliament so some of its provisions may change.
